You lose power by:

•  crashing into enemies while NOT dashing
• firing your weapon
• getting hit by enemy fire

You gain power by:

•  crashing into enemies while dashing
• damaging enemies with your weapon
• killing enemies
• picking up resources (green crosses)

So, you know. Consider your actions, because you'll pay the price. Something like that.
